The State of Qatar has submitted its 14th identical letter to the United Nations, addressed to UN Secretary-General António Guterres and to the President of the Security Council for April, Ambassador Jamal Fares Al Rowaiei, who also serves as the Permanent Representative of the Kingdom of Bahrain to the UN. The communication highlights the latest developments surrounding Iran’s recent attack on Qatari territory.
The letter, delivered by Qatar’s Permanent Representative to the United Nations, Sheikha Alya Ahmed bin Saif Al-Thani, strongly condemns the incident, describing it as a clear breach of Qatar’s sovereignty and a serious threat to its national security and territorial integrity. It further warns that such actions represent a dangerous escalation with far-reaching implications for regional peace and stability.
According to the letter, Qatar’s Ministry of Defence confirmed that the country came under attack on Wednesday, April 8, 2026, when seven ballistic missiles and several drones were launched from the Islamic Republic of Iran toward Qatari territory. Qatar’s Armed Forces successfully intercepted and neutralized the projectiles, preventing casualties and damage.
The communication underscores that the attack occurred despite the recent adoption of UN Security Council Resolution 2817 (2026), which unequivocally condemned previous Iranian assaults on Qatar and neighboring states and called for an immediate halt to all such hostile actions.
Qatar reiterated that the Iranian strike constitutes a direct violation of Resolution 2817 (2026), stressing that the targets were exclusively civilian in nature. The letter states that attacking civilian areas breaches the 1949 Geneva Conventions, their Additional Protocols, and fundamental principles of international humanitarian law including the obligation to distinguish between military and civilian targets and the prohibition against attacking civilians and civilian infrastructure.
The State of Qatar once again urged the Security Council to fulfil its mandate to safeguard international peace and security by taking decisive measures to halt these violations and hold those responsible accountable.
The letter reaffirmed Qatar’s inherent right to self-defence under international law, emphasizing that the country will take all necessary steps to protect its sovereignty, national security, and the safety of its citizens and residents.
Qatar also requested that the letter be formally circulated as an official document of the UN Security Council, ensuring it becomes part of the Council’s permanent record as deliberations continue on the situation.
