The Ministry of Education and Higher Education (MoEHE) has released the second edition of its 2026 guide regulating student admission and registration in private schools and kindergartens. Issued by the Private Schools Licensing Department, the updated document sets unified rules for enrollment, transfers, withdrawals, and student records across all private educational institutions in Qatar.
The revised guide introduces key reforms, including a unified timeline for registration and transfers, expanded exceptions to improve flexibility, clearer withdrawal procedures, and enhanced regulations for admitting students with disabilities and learning difficulties. It also allows, under specific conditions, student movement between certain curricula without grade repetition.
The announcement was made during a press conference at the Ministry’s headquarters, attended by senior officials including Undersecretary Dr. Ibrahim bin Saleh Al Nuaimi, Assistant Undersecretary Omar Abdulaziz Al Naama, and Dr. Rania Mohammed, Director of the Private Schools and Kindergartens Department.
Dr. Al Nuaimi highlighted the steady development of Qatar’s education sector and the continued rise in student enrollment nationwide. Dr. Rania Mohammed described the guide as an official reference for private schools, aimed at unifying procedures, ensuring equal opportunities, and aligning admission processes with approved laws and regulations.
She noted that the guide defines admission age requirements, required documentation, and procedures for registration, transfer, and withdrawal, while covering all private schools, including international, embassy, and special education institutions. It also introduces facilitations for student transfers from inside and outside Qatar and sets clear grace periods for documentation and residency requirements.
The guide further establishes a unified registration schedule, with registration mechanisms announced in December and applications opening in March. It also strengthens provisions for students with disabilities and learning difficulties.
During the event, Ali Jassim Al Kuwari, Academic Advisor at the Office of the Undersecretary, presented the Compulsory Education Enrollment Platform, a digital system designed to streamline student registration and ensure every child’s right to education in line with Law No. (25) of 2001.
